With all due respect, are the Spanish fans the most racist?

After watching this video, i was inclined to think that the majority of the racist fans were based in Spain and Italy (but predominantly Spain). I have never been to see a football match in Spain and nor am i white, but, to anyone who has seen a match in Spain, is there a big difference in the way the fans our. Also, many other football associations have taken far more action against racism than the Spanish FA, so would it be fair to say that at the moment they are institutionally racist. With all due respect, are the Spanish fans the most racist?
I don't think they are 'real racists at heart'. For sure a minority are, but that's true for every country. Anyway almost all La Liga teams have had some black players on their roster at 1 point, or another. They don't boo or chant such remarks at their own 'minority' player.

I think they do it to get at the opponent, to put him off his game. Although I must add it's in bad taste.

It's very bad in Italy, I've been to a few games there, and the situation at grounds is getting worse all the time.

It's becoming like English footy in the 70s and 80s, prior to Heysel, hooliganism and extremism is on the rise. The Italian FA and Police are not putting heart and soul to stamp this out. It's like a time bomb and I fear a repeat of Heysel or worse, isn't far away.

That said, I still think fans in Serbia, Croatia and some other Eastern European countries, are the biggest culprits as far as racism goes. Worse still, unlike the Spanish, most of them mean it.
You want racism at football grounds, look to eastern Europe, some of their crowds make the Spanish look like 'peaceful hug the world embrace diversity' liberals who think the world will be a better place if we all just sing a song and get a long. With all due respect, are the Spanish fans the most racist?
Spaniards are known for being extremely racist. they are often violent to immigrants and there are many gang groups in Spain dedicated only to terror and racism. However, i highly doubt they are the most racist fans. no comment.
Racism exists in all countries. In some countries there are even armed conflict over concepts of "race" e.g. Darfur. But to point fingers saying "they are the most racist of all" is a rather silly exercise, and a bit hypocritical. With all due respect, are the Spanish fans the most racist?
They pay money to go the Europe's biggest stadium to make monkey chants of a striker who has scored over 100goals in his 4th season.

If thats not enough proof of spaniard's racism, i dont know what is.
No, but they are the most open about being anti-immigration
